California Growers Association says the high cost of licensing, along with county bans, are forcing growers into the illicit market.

Most of the letters, which threaten civil and criminal penalties, have gone out to retail storefronts and delivery services believed to be operating illegally.

“We have many responsibilities and not a lot of capacity,” the department’s director told Leafly. “We’re going to at least need to quadruple our team.”
